In answer to your telegram 29th. July my Government cannot

accept proposal because retention of Military Contribution will

entail annual heavy losses to this Colony for services rendered

in foreign ports. Urge strongly that Military Contribution

should be remitted at Agencies and that postel rate from Hong-

-kong and Agencies via Siberia at present entailing heavy

losses should be raised to 10 cents one ounce Hongkong and 10

cents twenty grammes Agencies.
